The license for the right of use by entrails. 

The entrails are the exclusive property of the state, and the right of use by entrails is represented on the basis of the licenses. The licenses are issued on geologic study, on engineering of deposits and on building and operation of underground structures. The users of entrails can be legal both ownerships of Kyrgyz Republic and foreign states. Differently, this license of the holder temporarily makes by the owner of a deposit, area.

The normative legal acts regulatory handing over of the licensing documents:

• The law " About entrails " from 24.06.97 with the subsequent changes and supplements;
• The provision about order of licensing  use of entrails (is affirmed by the decree of Government of Kyrgyz Republic №338 from 14.06.2000).

The information on differences in procedures for each kind at licensing on different activity. The representation of the rights of use by entrails is realized by carrying out of competition and direct negotiation. The competitions are announced and are conducted on gold, oil, gaseous and other objects of national value on a solution of Government of Kyrgyz Republic. The conditions of competition and revealing of its winner are defined by a competitive commission of Government of Kyrgyz Republic specially nominated on each concrete object. On all other objects the license is issued by means of direct negotiation, after signing between the sides (Geoagency and applicant) protocols the license is issued.

The license for enterprise activity connected with searches, exploration and operation of deposits of mineral resources.

The given license entitles to be engaged in professional activity by searches, exploration and operation of deposits of mineral resources. The holders of the licenses on the right of use by entrails frequently having financial assets on geologic study or on engineering of deposits have no a professional possibility and necessary material remedies, in this case holders of the licenses on enterprise activity under the agreement discharge operations connected with searches, exploration and operation of mineral resources for having the licenses for the right of use by entrails. In a case when user of entrails develop deposits or conduct geologic study obtain also license for the appropriate kinds of activity.

The license is general. Under the application of the licensee the license for searches, on exploration and on operation of deposits of mineral resources is issued separately. Under the application of the licensee the handing over of the block licence on all three kinds of operations or only searches and exploration, exploration and operation of deposits of mineral resources is supposed.
